The witch of Whitby is supposed to be a story people tell to frighten tourists. She is actually twenty-six, works nights at a chip shop, and has been keeping the sea out of the harbour since her grandmother died. Then a man arrives with a surveyor's map, a government contract, and a smile she does not trust, and the tide starts behaving like something with an opinion. He is either the end of everything she has protected or the first person in a century who believes her. Whitby has one week before the water comes over the wall.
